Regional Policy and Evaluation
The competence team focus in the area of solving expert analyses of public expenditure programs (both national and European) in the field of regional and social policy of the EU and the Common Agricultural Policy of EU. The team of experts is working on long term scientific research and commercial projects which concern e.g. impact and benefit evaluation of projects supported by RP EU, conditioning factors of regional development and on several expert analyses for some ministries of the Czech Republic. Main philosophy of this attitude is the possibility to connect the scientific research activity of the competence team members with working experience and the possibility to influence the factual setting of corresponding policies including their administration in a direct or indirect way. An important role in this issue plays transmission and implementing of gained experience through thematic conferences and professional seminar cycles.

Description: |
The project was aimed at the ex-post evaluation of the Czech Rural Development Programme 2007-2013 implementation. The evaluation team of IREAS processed an assessment of the Axis III - Quality of life in rural areas and diversification of the rural economy and Axis IV - LEADER. The evaluation was based on treatment responses to the evaluation questions defined in the European Commission's guides to the ex-post evaluation (i.e. Guidelines for the ex post evaluation of 2007-2013 - Toolbox 2 Set of revised common evaluation questions), and also on specific issues under the intervention program logic. From the partial analyses, there were also processed evaluation questions at the program level linked to the value achieved by impact indicators, including the evaluation of the fulfilment of planned targets for impact. Specific emphasis was also placed on conformity assessment results and impacts of the strategic priorities and objectives of the Community Health Check. |

Description: |
The aim of the project was to conduct ongoing evaluation of OP RDI in defined areas and answering the evaluation questions and themes. The project was implemented in cooperation with HaskoningDHV CR (leader). IREAS team was responsible for the evaluation of the physical progress and financial performance of the program. Evaluators have used a wide range of evaluation techniques and methodological approaches. We successfully tested and subsequently applied method of Outcome Harvesting during the evaluation. Our evaluation team regularly focused on the most significant barriers to achieve objectives of the program, but also at the scrutinizing of planned and unplanned results and benefits of implemented projects. Specific emphasis was focused on the formulation of realistic and workable recommendations to the Managing Authority. |

The Operational Programme Human resources and employment (OP HRE) in its measure 1.1 is oriented to business assistance in the field of human resources development. There have been assisted thousands of Czech firms. The objective of the project is to conduct of a rigorous application of counterfactual impact evaluation (CIE) to answer the following questions: What was the actual causal effect/impact of the intervention on assisted projects from OP HRE 1.1 in comparison with the counterfactual situation without the intervention? What was the effect/impact on the competitiveness of companies (e. g.: growth in sales and profit), business investments in employee training, staff turnover, business growth expressed as newly created jobs.Are there any significant differences in effect on some groups of supported enterprises? If so, what?What is the mechanism of effect of the call on supported company? Why intervention is (not) work? The project is not only about implementation of the counterfactual analysis, but also about processing this pilot evaluation as a case study for evaluation community in the Czech Republic. Then, it helps to identify areas of intervention of EU funds suitable for application of the CIE in the Czech Republic. |

The Ministry of Regional Development of the Czech Republic ordered an analysis focused on the (re)search of current strategic domestic and european documents in the framework of preparation for the new programming period. The main objective of the analysis was to assess the regional dimension of the National Strategic Reference Framework of the Czech Republic and actual trends in the regional policy. The analysis also reflected sectoral policies and their territorial impact. Conclusions of the analysis provided for the Ministry of Regional Development a baseline for the preparation of the new programming period 2014 – 2020. |

IREAS conducted the project “Evaluation and Optimization of the System of Indicators of Operational Programme Enterprise and Innovation (hereinafter OPEI) 2007 – 2013”. The main objective of the activities performed was to evaluate and optimize the setting of objectives on the level of the Operational Programme as well as the setting of project indicators in terms of their connection to the objectives of support programmes and to evaluate OPEI indicators, priority axes and areas of intervention in the light of the prediction of the level of fulfilment of their target values with respect to the current economic development. The evaluation thus focused on improving the functionality of the system of OPEI indicators and the possibility of predicting the level of fulfilment of the newly defined target values of OPEI indicators by the end of 2015. |

IREAS participated at the project „Ex-post evaluation of the Horizontal Rural Development Plan (HRDP) in the Czech Republic for 2004-2006. The main objective was the comprehensive evaluation of the implementation process and effectiveness of the HRDP’s intervention programme in the Czech Republic during 2004-2006. The aim of the evaluation was to present the ex-post evaluation of the HRDP, as well as to create an appraisal of the programme results, an analysis of its effectiveness, and an evaluation of the results of the individual measures that make up the HRDP. IREAS conducted an evaluation of partial measures, the Early Retirement from Farming, LFA measures and selected horizontal evaluation tasks of the programme. Where appropriate data were not available, they were collected from surveys and interviews, carried out 2008 and 2009 specifically for the ex-post evaluation. |

The main aim of the project was to conduct a series of training courses, information activities and methodological support of Czech farmers and other interested delegates of relevant institutions.
